Position Summary:

This position serves as the Deputy Staff Director (S&TC) for the Federal Railroad Administration’s (FRA) Signal, Train Control, & Crossings (S&TC) Division.

Key Responsibilities:

  • Coordinate communications with districts and Railroad Administrators (SMTs) Safety on S&TC program issues pertaining to railroad safety.
  • Provide technical support to the FRA Office of Research and Development and applies research results to support FRA’s mission relating to S&TC.
  • Serve as the FRA S&TC technical advisor to the Staff Director (S&TC) within the Office of Railroad Safety on S&TC rail issues.
  • Plan, develop, coordinate, implement and direct S&TC programs within the districts in support of FRA objectives, plans, and missions as prioritized by the Staff Director (S&TC) and the Office of Safety.
  • Act as the FRA technical manager on the development and implementation of new and modified S&TC or PTC systems and components used in railroad operations, managing a team of engineers and specialists.

Required Education & Experience:

  • Knowledge of the railroad industry, including economic and operating considerations and equipment;
  • Knowledge of applicable Federal laws and regulations pertaining to railroad signaling and train control systems; and
  • Must meet specialized experience stated in Qualifications section
  • Skill in written and oral communication.
  • Experience advising labor organizations or senior management in public/private organizations on aspects of signal and train control (S&TC) systems.
  • Knowledge of railroad accident investigation techniques; and
  • Experience planning and managing a safety program related to signal and train control.
  • Knowledge of the design, installation, maintenance, testing, or inspection of signal and train control systems and their capabilities and limitations;
  • Experience interpreting and enforcing railroad signal & train control and procedures pertaining to rail safety in order to disseminate information and ensure uniform application or rules and regulations.
