Position Summary:
The selectee will serve as a Supervisory Human Resources Specialist (Recruitment and Placement) in the Office of Human Resources, Talent & Employee Acquisition Management Division; Administrative, Professional and Technical Branch.
Key Responsibilities:
- Conducting analysis and evaluating the effectiveness and adequacy of Branch programs, operations, work methods, and techniques.
- Participating in meetings with other management officials to discuss major program changes, reorganizations, budget projections, and staffing and equipment needs to prepare justifications.
- Providing technical advice to entry and mid-level graded Human Resources Specialists concerning staffing related issues; conducting personnel management and supervisory functions in daily operations; and providing expert consultation to higher-level management on staffing policies and regulations.
- Developing and writing Standard Operating Procedures (SOPs), policies, instructions, and guidance concerning the recruitment and hiring processes for various occupations in the Secret Service.
- Managing staff, which includes planning and setting priorities; determining assignments, evaluating performance; and directing the activities of specialists and assistants and to develop their skills and effectiveness.

- You qualify for the GS-14 level (starting salary $126,233) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as providing the full range of advisory services and technical guidance to senior management officials on federal laws, regulations, policies, and procedures governing Human Resources Recruitment & Placement Programs; providing authoritative guidance to managers and supervisors on recruitment, staffing, and placement programs and special appointing authorities in the competitive and excepted service; researching and interpreting Federal laws, regulations, policies, and procedures to assist in streamlining processes and developing HR standard operating procedures and guidance, as well as advising senior management on best practices and ways to improve the programs and services administered.
