Position Summary:
The Senior Director, Electric Projects & Programs leads a department tasked with developing and managing major Transmission and Distribution capital programs. Leads a direct and matrix team of PG&E leadership and subject matter experts who provide guidance, technical direction, execution oversight and support for all aspects of large capital programs valued at approximately $3B annually. Interfaces with key internal and external stakeholders as the primary PG&E contact. The Senior Director partners with other senior leaders to formulate strategies and execute these key capital programs. The Programs team drives the end-to-end execution of major capital investment programs by leading and working cross-functionally across many organizations to identify, prepare, execute and document the completion of electric transmission and distribution projects.
Key Responsibilities:
- Leads department in the successful execution of significant and high impact electric transmission and distribution maintenance, construction, capacity, reliability, state infrastructure and other capital programs.
- Requires the handling of escalated program issues, including dealing with external customers, agencies and/or communities to resolve problems and ensure program success and excellent customer satisfaction.
- Ensures staff monitors and identifies work plan and resource gaps and works with parties to develop recovery plans where needed. Ensures there is adequate available work, at the right time, to support the work plan by region and system wide. Partners with construction teams to makes resource deployment decisions by identifying gaps and coordinating crew moves.
- Ensures that all programs are managed in accordance with applicable regulatory requirements, filings, tariffs and follow established guiding principles/best practices.
- Establishes a strong safety culture and speak up environment for the team and peer / partner organizations.
- Collaborates with Engineering, Planning & Strategy, particularly Electric Engineering and Asset Management, to develop short- and long-term work plans and strategies for numerous transmission and distribution programs. Ensures that the department staff partners with peers to identify work, determine scope and plan in alignment with long-term and strategic plans. Coordinates with other teams to strategically plan resource allocation and utilization in engineering, project management, estimating, permitting, construction (internal and external) and other teams.
- Leads the team in accurately forecasting, managing and adjusting significant annual budgets for transmission and distribution programs representing a substantial portion of the overall Electric Operations Capital Plan.
- Reviews planned versus actual spend, investigates, prepares reports and summaries to explain variances and develops, recommends, and implements improvements.
- Regularly presents to senior executives regarding program and project status; issues, develops and discusses recommended improvements and/or solutions. Seeks process and controls improvement opportunities to reduce duplication of effort, improve work quality and efficiency. Develops and delivers recommendations to senior leadership.
Required Education & Experience:
- Advanced communication and advocacy skill
- Excellent interpersonal, influence and negotiation skills
- Professional Engineer and/or Professional Project Manager
- Bachelor’s degree in engineering, economics or related field, or equivalent work experience
- Knowledge of distribution and transmission planning, siting, and regulatory and agency permitting requirements
- Strong leadership skills
- Deep understanding of utility regulation
- Strong financial acumen
- Experience leading complex utility operations
- Thorough understanding of project management and project development for major electric distribution and transmission projects
- 10 years’ experience in project or construction management
- Expert knowledge of managing complex projects with many interdependencies
