Job Overview:

The Aviation Department is seeking a Manager, Regional Airport Programs. The Aviation Department manages/operates five airports (John F. Kennedy International Airport (JFK), LaGuardia Airport (LGA), Newark Liberty International Airport (EWR), Teterboro (TEB), and Stewart International Airport (SWF).
Reporting directly to Program Director, Capital Programs, the successful candidate will be responsible for supervising, leading and developing staff to successfully deliver the Federal Aviation Administration grant programs for Aviation Department portfolio of projects that enhances capacity, safety, security, resiliency, environmental, sustainability, etc. in the regional airport system. This includes all federal funding, between the Port Authority and the Federal Aviation Administration (FAA) for projects.

What you’ll do:

  • Supports the development of the Aviation Department 10 Year Capital Plan.
  • Assist in the development and administration of the Passenger Facility Charge (PFC) program including review of application and eligibility determination.
  • Lead strategic assessments to maximize grant opportunities within the Aviation Departments’ project portfolio and meet all applicable Federal and FAA requirements.
  • Serve as the principal point of contact with the FAA on all aspects of federal aid for all the projects in the ACIP throughout their project and grant lifecycle, from inception to project completion and closeout. Certify, on behalf of the PA, to the FAA that projects comply with all federal requirements and that the work performed is complete and all reimbursement costs are made in accordance with federal grant requirements.
  • Lead a team of technical experts to manage the Aviation Department grants programs including, but not limited to, Airport Improvement Plan (AIP), Bipartisan Infrastructure Law (BIL) , School Soundproofing, and Airport Facility Support. Develop and manage the FAA required Airport Capital Improvement Program (ACIP) which supports Aviation’s business plan objectives and meets the department’s federal funding goals.
  • Lead development of grant reporting including but not limited to forecasts, status, reimbursements, etc. with Aviation staff and Finance Departments for timely submissions to internal and external stakeholders.
  • Collaborate with multiple internal and external stakeholders to successfully deliver the grants including but not limited to Project Management, Planning, Environmental, Engineering, Aviation Finance, Port Authority Finance, and the FAA.
  • Supervise the Management of the Aviation Consultant Call-in Program, Annual Operating Budget, and Management of the Airports grant programs.

What you’ll have:

  • Experience developing Capital budgets for a portfolio of projects
  • Superior oral and written communication as well as presentation skills
  • Minimum of 3 years’ experience managing Federal Aid Programs/ grants (such as FAA, FEMA, or , FTA etc)
  • Ability to travel to all airports (as needed)
  • Demonstrated experience managing FAA grants for large hub airports
  • Bachelors degree in from an accredited college or university with a concentration in Engineering, Transportation Planning or related fields
  • Knowledge of Bipartisan Infrastructure Law grants regulations
  • Experience with performance management and leading project teams to deliver a program or portfolio of projects and/or grants
  • Master’s Degree in Public Administration, Business, Finance, or related fields
  • Possess a proven record of accomplishment of recognized leadership in developing and maintaining effective working relationships with local, state, and federal entities
  • Thorough knowledge of policies and procedures related to airport development projects, contract administration and the capital planning process
  • Demonstrated experience in planning, organizing, and delivering grants in a high-pressure environment with multiple stakeholders
