Position Summary:
This Program Analyst position is located in DDOT’s Performance Management Division (PMD). PMD develops, tracks, and reports the agency’s performance metrics in a timely manner to ensure the agency meets its strategic goals. The team uses data analytics, visualization and other technologies such as machine learning, to evaluate business processes and operational efficiency. PMD provides data-based decision-making assistance to transportation project delivery, operations, resource allocation, policy, and day-to-day organizational management. PMD also helps teams develop or improve Standard Operating Procedures (SOP) to optimize the agency’s business processes.
This position functions as a Data Analyst, responsible for performing various data related tasks, including but not limited to cleaning and processing data, analyzing (big) data, building dashboard, drafting reports, developing machine learning scripts. This position will work closely with other PMD team members and internal clients to deliver data-driven operational and policy recommendations to resolve business problems and improve performance outcomes. An ideal candidate is expected to have both strong technical skills and excellent communication abilities.
Key Responsibilities:
- The incumbent will work closely with DDOT teams to provide customized data and technology solutions that resolve business challenges and improve performance outcomes. They will create and manage prioritization models, planning and reporting tools for PaveDC (and other asset management initiatives), and dashboards to track programs’ compliance. The incumbent will assist moveDC (the District’s long-range transportation plan) to implement and track strategies, explore new data tools and technology, manage research projects, conduct market analysis to help DDOT stay on top of the latest trend, and assist the Performance Manager with other data or performance management work.
- This incumbent will serve as the key PMD liaison to OCTO Tableau and GIS teams and serve as the leading administrator for DDOT’s Tableau server. The successful candidate will work with closely with the IT Division to make it easier for teams across DDOT to find, understand, trust, and access the data they need. They will help users establish and maintain data management strategies to facilitate cross-agency collaboration and increase operational efficiency.
- The incumbent will evaluate, process, and analyze datasets, as well as contextualize non-structured information, that are essential to the agency’s performance management work. The person will clean and validate datasets for uniformity and accuracy, identify and solve data irregularities, automate data pulls and manipulations, perform complex data analysis, create maps, dashboards, and other data visualizations. They will work closely with both DDOT IT and OCTO to develop processes to collect, store, and analyze big data (such as those in SQL database and data lake).
- The incumbent will regularly prepare and deliver presentations, reports, and memorandums to the Chief Performance Office and other senior leadership.
Required Education & Experience:
- Advanced degrees in a quantitative discipline, such as data science, civil engineering/transportation engineering, computer science, statistics, mathematics, business analytics/business management preferred.
- The incumbent must possess and maintain a valid driver’s license.
- Individual must possess one (1) year of specialized experience related to the Grade 11 level within the District of Columbia government or private sector equivalent. Specialized experience includes but is not limited to proficient understanding of how to manipulate and analyze data using data analytics programs such as Python (and data science libraries), Esri ArcGIS desktop and online products, online map, Operations Dashboard, StoryMap, Hub, and Tableau. Working experience with machine learning and predictive modeling using Python, and experience with big data analytics programs and infrastructure such as Cloudera and Hadoop.
