Job Overview:

Our Engineering and Asset Management Office is looking for a Director, Engineering – Track to join the team. You will be accountable for all Engineering technical aspects of the track asset base performance, ensuring track design and standards are safe, resilient, and fit for purpose. This role will address improvement of existing track horizontal and vertical alignments, new and revised track standards or track standard plans, and address improved track maintenance procedures.

What you’ll do:

  • Act as the designated track asset class/systemwide representative for technical matters relating to the resolution of contractor’s and consultant’s disputes & claims arising from undertakings (e.g., contractual dispute settlements, pre-litigation undertakings, “out-of-court” settlements, and legal proceedings conducted by the appropriate judicial court system).
  • Monitor the progress of all assigned objectives and deliverables to ensure that planning objectives are delivered on time and within budget and that anticipated business results are achieved; is able, to explain overages and exceptions
  • Develop an in-depth understanding of the business processes, track assets, layover and fleet maintenance facilities, responsibilities, regulatory requirements, and interdependencies within Metrolinx and develops and maintains an environment of positive collaboration
  • Provide the necessary oversight or supports the review and auditing of outsourced design for compliance to required Systems Engineering and System Assurance (RAMS) program activities and reporting requirements needed to evaluate overall system integration, performance, reliability and ability to meet contracted requirements and customer levels of service
  • Direct the development of track technical design, construction and material specification arrangements, their requirements and acceptance criteria for the track asset class (or) systemwide functions.
  • Responsible for and owns the asset class/systemwide function development and acceptance of track engineering, design, maintenance, condition, and asset management standards and assure compliance to standards throughout the asset lifecycle

What you’ll have:

  • Experience with project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants engaged in simultaneous projects (i.e., development, project progress, related staff, and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives
  • Completion of a degree in Transportation or Civil Engineering, or a related discipline – or a combination of education, training and experience deemed equivalent
  • Knowledge or principles and practices of engineering design, urban planning, and their application to the construction of infrastructure, facilities, and related works
  • Knowledge of legal/regulatory requirements governing passenger rail services, including qualification (or ability to become qualified) under Canadian Railway Operating Rules (CROR)
  • Interpersonal and oral/written/presentation and negotiation skills to negotiate contracts, monitor legal, regulatory, and procedural compliance, direct construction activities, and participate in committees
  • Knowledge of operational plans and budget development and monitoring processes
  • Valid Professional Engineering (P.Eng.) license recognized by the Professional Engineers of Ontario (PEO) is an asset
  • Minimum 10 years’ progressively senior project management experience in the rail transportation industry with direct involvement in providing senior leadership and direction in the design, development, and execution of rail corridor construction
  • Analytical and negotiation skills and experience with vendor management to manage development and delivery of externally provided products and services (e.g., negotiate contracts, interpret, compile, and administer contracts and memoranda of understanding (MOUs))
