Position Summary:
In this position, you will serve as a Grants Management Specialist performing work that involves implementing and managing grant programs and providing related technical assistance and services.
Key Responsibilities:
- Maintaining professional and effective lines of communication with appropriate State, Tribal, and local officials, regional staff, private sector and FEMA Headquarters personnel.
- Collaborating with internal and external stakeholders to resolve grant program management and administration issues; and
- Applying laws, regulations, and policies related to disaster grant management operations;
- Reviewing and processing requests for amendments throughout the period of performance (POP), requests for extensions, signatory or point of contact (POC) changes, budget changes, de-obligating funds and/or awarding additional funds.
- Assisting with project management or grant management tasks, processes and procedures;
- Developing and/or analyzing grants documentation or financial status reports.
- Reviewing and evaluating grant applications to determine awardee eligibility using financial, administrative, business and negotiation procedures, including but not limited to formulas, methodology, eligibility criteria.
- Conducting on-site technical assistance visits and/or coordinating training opportunities for grant recipients.
- Preparing financial performance reviews or audit reports.
- Conducting risk assessment of grant recipients for all open grant awards and preparing fiscal year monitoring schedule in compliance with the requirements of FEMA Grant Programs Directorate monitoring plan.
- Providing technical assistance to internal and external customers on grants projects and services; and
- Negotiating terms and conditions of grant awards, such as plans, estimates, cost schedules and oversight responsibilities.
Required Education & Experience:
- You must be able to obtain and maintain a Government credit card.
- You qualify for this position at the IC-12 level (starting salary $86,706) if you possess the following: One full year of specialized experience equivalent to the next lower grade (IC-11) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer
- You must successfully pass a background investigation.
- 2 full years of progressively higher level graduate education leading to such a degree

- You must be a U.S. citizen to be considered for this position.
- Travel will be required.
