Position Summary:

This position is with FEMA’s Regional Offices, Region Ten, Mission Support Division, Support Services Branch. In this position, you will be responsible for the facilities management, security, and safety of the Regional Office.

Key Responsibilities:

  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
  • Managing operations and maintenance for multi-use and multi-location facilities that include office and/or special purposes spaces (examples include office, communications/network centers, shop, warehouse, conference, and operations center).
  • Project management to include contractor operations and/or contractor performance on projects.
  • Providing advisory, consultative, and/or technical services to executive and division offices on issues concerning buildings management and budget.
  • Interpreting and implementing policies related to facility managements operations; and
  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
  • Leading or managing facilities operations in the following disciplines: Real Property Management, Contract Management, Security Program Management, or Safety Program Management.
  • Performing contract administration (i.e.: developing contract specifications, descriptions of work to be performed by contractors, cost estimation of contractor provided services, oversight and evaluation of contractor performed services, and/or addressing performance problems with contractors).

Required Education & Experience:

  • You must successfully pass a background investigation.
  • Travel will be required.
  • You must be able to obtain and maintain a Government credit card.
  • You must be a U.S. citizen to be considered for this position.
  • You qualify for this position at the IC-13 level if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-12) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer;
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
