Position Summary:

The Waste Specialist works in the Pascagoula Refinery’s Health Safety & Environmental (HSE) Water & Waste Group. This position provides management of solid hazardous and non-hazardous industrial wastes generated by the refinery. Duties include the coordination of containerization, temporary storage, on and off-site transportation, and on-site recycle/re-use as well as off-site recycle/disposal for regulated solid wastes generated by the refinery. Additionally, the position coordinates for refinery’s soil re-use efforts. The position is typically one of several local Site Evaluators for Chevron’s Third-Party Waste Stewardship program. The Waste Specialist manages the Refinery’s onsite RCRA-permitted Hazardous Waste Treatment and Storage Facility (HWTSF). Duties include reviewing inspection records for and approving wastes transferring in to the HWTSF, primary contact for facility maintenance issues and HSE annual waste budget coordination.

Key Responsibilities:

  • Assists in preparing annual/biennial facility Hazardous Waste Generator reports, provide support for TRI waste information and other internal corporate environmental reports around waste generation.
  • Works closely with the IMPACT team, Refinery Construction Services Group, and Shutdown Coordinators to forecast wastes expected from and costs associated with Refinery Operating Unit planned Turnarounds and Catalyst Changes.
  • Coordinates and documents Site Soil Excavation Health & Safety Plans to comply with environmental laws and regulations affecting waste, water, and air.
  • Provides work direction to 2-5 Contract drivers and technicians and 1-2 Contract Supervisors on a daily basis.
  • Works with company and contractor personnel to plan and execute functions safely and in the most cost–effective manner while maintaining compliance with a multitude of environmental laws and regulations affecting waste, water, and air.
  • Works closely with the Waste Technician to arrange for sampling to characterize wastes and to schedule off-site shipments of solid wastes and with Waste Carbon Specialist to arrange for off-site disposal of carbon wastes not suitable for regeneration.
  • Reviews and approves solid waste related invoices and timesheets, as well as responsible for managing/guiding contractor safety, compliance, and effectiveness in accordance with refinery Contractor Management programs.
  • Schedules the appropriate outside contractors and refinery-supplied resources necessary to manage wastes generated by catalyst changes.
  • Participates in state and local agency audits to demonstrate Refinery compliance with Hazardous Waste, NPDES, SPCC, and SWPPP Regulations.
  • As the Chevron owner of onsite waste laborer and offsite waste disposal contracts, participates in and helps develop the Refinery’s annual budget for waste management activities, and works with the Contracts group to negotiate contracts for necessary services.

Required Education & Experience:

  • Demonstrated experience in interpreting and implementing environmental regulations, managing large quantities or environmental data, and developing efficient and accurate tools and work processes.
  • Strong technical writing and verbal communication skills; able to simplify complicated regulatory information for a variety or internal and external stakeholders.
  • Degree in Engineering, Environmental Science, HES, or similar functional degree
  • Minimum of 5 years of industrial Environmental experience
  • Proven team player with demonstrated ability to foster cooperation and collaboration across all areas of the facility as well as through the corporate structure.
  • Subject matter expert with Resource Conservation and Recovery Act (RCRA) Regulations
  • Multiple years of experience with Resource Conservation and Recovery Act permitting in the United States
  • Strong time management and organization skills; able to regularly prioritize multiple and competing work deliverables and create time-bound project plans and execute with excellence.
  • Demonstrated experience in developing effective working relationships with regulatory agencies and in negotiating Resource Conservation and Recovery Act permits.
  • Strong problem-solving skills: able to quickly identify and evaluate vulnerabilities/opportunities, develop solutions, and make recommendations given uncertainties, risks, and multiple business values.
  • Strong proficiency with petroleum refinery process units and environmental control technologies
  • 5+ years industry experience
  • Bachelor of Science Degree
