Position Summary:
The Environmental Lead Air Specialist position resides in the HSE (Health, Safety, and Environment) and OE (Operational Excellence) Department for the Pascagoula, Mississippi Refinery. This position will work with Operations, Project Services, Technical, and HES personnel to provide regulatory guidance and expertise related to the Clean Air Act. This position will ensure that all reporting, permitting, and training requirements are met for their assigned area of environmental responsibility within the Pascagoula Refinery.
Key Responsibilities:
- Conduct environmental reviews in support of the Management of change process (MOC).
- Interpret new and existing regulations, determine operational impacts, and implement compliance programs or regulations as required.
- Review project scopes and obtain construction and operating permits for the Refinery as needed.
- Manage monitoring and reporting requirements for compliance with the Refinery’s Title V operating and construction permits
- Manage emissions reporting for Greenhouse Gas (GHG) regulations as well as internal emissions reporting.
- Participate in meetings before regulatory bodies, employees and the public as necessary.
- Develop and deliver technical presentations to refinery management, industry and government groups.
- Represent the refinery during agency inspections
- Participate in community activities to highlight the Pascagoula Refinery’s environmental stewardship.
- Develop and provide facility training on environmental regulatory requirements
- Support the Pascagoula Refinery by providing environmental subject matter expertise and guidance to ensure day-to-day compliance with regulations and permit requirements
Required Education & Experience:
- Strong problem-solving skills; able to quickly identify and evaluate vulnerabilities/opportunities, develop solutions, and make recommendations given uncertainties, risks, and multiple business values;
- Strong proficiency with petroleum refinery process units and environmental control technologies
- Minimum of 5 years of industrial Environmental experience
- Strong time management and organization skills; able to regularly prioritize multiple and competing work deliverables and create time-bound project plans and execute with excellence;
- Bachelor of Science Degree
- Multiple years of experience with New source Review air construction permitting in the United States
- 8+ years industry experience
- Proven team player with demonstrated ability to foster cooperation and collaboration across all areas of the facility as well as through the corporate structure.
- Demonstrated experience in developing effective working relationships with regulatory agencies and in negotiating Title V, and /or NSR permits
- Strong technical writing and verbal communication skills; able to simplify complicated regulatory information for a variety or internal and external stakeholders.
- Subject matter expert with New Source Review regulations, Clean Air Act regulations and/or Title V Permit
- Degree in Engineering, Environmental Science, HES, or similar functional degree
- Demonstrated experience in interpreting and implementing environmental regulations, managing large quantities or environmental data, and developing efficient and accurate tools and work processes.
