Position Summary:
This job is located in the District Department of Transportation, Maintenance Investigations Division. The incumbent is responsible for performing a variety of technical engineering assignments and projects in support of an engineering program or its processes. The work does not require professional knowledge of engineering, however, practical knowledge of and skill in the application of the methods and techniques of engineering technology or its various specialties, such as architecture, civil, electrical, etc. is required.
Key Responsibilities:
The incumbent will review contractor-prepared designs and/or specifications for facilities, complex structures, and/or equipment. Compares approved design plans against the work performed on-site to reveal and correct discrepancies, as necessary; analyzes or ensures that core and soil samples, aggregates, and material samples are obtained and analyzed; ensures that building materials comply with specifications and zoning requirements; ensures that sub-grade plastic and liquid limits are suitable; performs or ensures the performance of serve analysis, moisture, and density relationship test; performs or ensures the performance of sub-grade density tests, as well as compaction and hydrometer tests; inspects roadways, bridges, alleys and retaining walls with regard to vibration and drainage problems; computes the square footage of complex buildings, including elliptical structures; identifies non-conforming features, if any; communication with the developer, contractor, and engineer regarding above and below grade zoning code requirements and zoning non-conformance; advises zoning code non-conformance solutions.
Provides technical review of designs and inspects, modifies, rejects, or approves site development. Interacts with managers and officials of Federal/District departments, agencies, etc. on diverse special projects, as assigned. Prepares plans, cost estimates, and work orders with recommended design changes based upon findings of engineering studies. Assist contractors and engineers on complex projects by reviewing design plans for new construction and/or construction modification. Prepares RFPs, Task Orders, and Change Orders designated to and for the work of contractors and/or A&Es. Works with the office of the Chief and Financial Office of Contracting and Procurement to assure funds are available or to request funding projects. Completes a broad and diverse range of civil and related technical engineering assignments.
Required Education & Experience:
- The incumbent must possess and maintain a valid Motor Vehicle Operator’s Permit to operate passenger cars, pick-up trucks or vans to conduct field investigations.
- Specialized Experience: Specialized experience is the experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position but is not limited to reading a variety of plans to ascertain their conformance with relevant laws and regulations, design, installation, operation, and maintenance of engineering and related devices. Development of cost date related to proposed designs and devices. Application of a Waite range of technical engineering concepts, methods, techniques, principles, practices, requirements, precedents, etc. as required to provide comprehensive management advisory and related services on substantive matters. To be creditable, at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
- Six (6) to seven (7) years is preferred
- Certification by the National Institute of Certification in Engineering Technologies, or other certification from regional technician certification bodies is highly desirable.x
