Position Summary:

This posting is for two Project Manager vacancies: one for the Space Launch System Universal Stage Adapter, another for the Glenn Center Point of Contact for the Human Landing System. If selected, you will manage the design, development, test, and evaluation of spacecraft elements, with oversight of the in-house and contracted efforts. You will manage the work of subsystem leads in various disciplines, across multiple interfaces, with internal and external stakeholders.

Key Responsibilities:

  • Serve as Project Manager of overall development of a significant and complex NASA project. Serve as an authoritative source for decisions and guidance about project.
  • Plan, guide, coordinate, and manage the work of subordinate, secondary, and matrixed resources accomplishing the missions and functions of the organization. Formulate and negotiate agreements and plans for institutional support of project activities.
  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Serve as Programmatic Customer Interface for the prime contractor spacecraft developer or serve as Center point of contact to the Customer Interface.
  • Participate in major reviews such as system requirement, system design, preliminary design and critical design reviews; and determines, develops, and defends requirements. Initiate and guide design and modification efforts.
  • Lead a team responsible for integration of unique systems, customer products, and project elements to satisfy vehicle design and operational requirements. Manage spacecraft elements that involve multiple interfaces and extensive scope and variety.
  • Coordinate all contract activities with local and/or Programmatic offices and support personnel to ensure the overall project and program objectives are organized across the agency to successfully achieve the technical objectives.
  • Monitor project development efforts, resource utilization, and risk management. Plan, develop, and negotiate budget, schedule, and resource allocations. Develop project response in support of annual Agency calls and multi-year Project planning.
  • Report project status and supports program, project, and Center meetings and reviews.

Required Education & Experience:

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
GS-14: To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Conducting project management in areas including project schedules, project budgets, and technical scope in the development or operation of flight systems;
  • Evaluating projects and providing resolutions to identified problems for technical and functional specialists to examine;
  • Establishing content, cost, product schedule, deliverables, risk management and services in coordination with members of a project team.

GS-15: To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:

  • Leading teams in complex environments with multiple stakeholders involving high visibility and/or value space projects, while establishing and working with cross-institutional teams;
  • Identifying and addressing complex project and project team risks and problems, including technical, cost and schedule;
  • Developing and testing hardware for NASA space missions (in-house and/or contracted).
