Position Summary:
This position is being announced under FEMA’s Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.
Key Responsibilities:
- Developing programs and strategies related to emergency management; and,
- Participating in regional recovery operations during a crisis incident, or disaster.
- Providing technical guidance to stakeholders on emergency management related activities.
- Applying laws, regulations, and policies in the delivery of Emergency Management initiatives;
- Addressing a range of issues concerning the regional application of FEMA’s enabling statutes, writing and reviewing regulations and guidance documents.
- Analyzing policies, regulations, and guidance related to Public Assistance Grant Programs.
- Identifying organizational or operational problems and developing solutions; and,
- Analyzing inspection reports, final vouchers, and Federal and/or State audit reports on public assistance programs, and prepares recommendations for required follow-up actions.
- Planning, coordinating, or advising managers and stakeholders on work efforts or resolving operating problems.
- Coordinating with stakeholders to achieve organizational goals;
- Coordinating with senior level specialists on concepts of recovery operations for individual and/or public assistance programs.
- Reviewing work applications and supplements for conformity to regulations, meeting eligibility criteria, and procedural funding requirements.
Required Education & Experience:
- You qualify for this position at the IC-11 level if you possess the following: One full year of specialized experience equivalent to the next lower grade (IC-09) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience
- You qualify for this position at the IC-12 level if you possess the following: One full year of specialized experience equivalent to the next lower grade (IC-11) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer
- You must be a U.S. citizen to be considered for this position.
- You must successfully pass a background investigation.
- Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
- Travel will be required.
