Position Summary:
This position is located in the Office Division of Early Learning (DEL) within the Office of the State Superintendent of Education (OSSE). The incumbent serves as an Education Research Analyst who manages, or serves as principal staff, on projects related to the early childhood education. Specifically, the research analyst will support DEL efforts to standardize early childhood data across public schools, public charter schools and community-based organizations in the District of Columbia, provide assistance in managing the annual program assessments and program audits, provide research and analysis in connection with the recommendations for high quality early childhood programs, assist DEL in developing and enhancing strategies and provide general support for developing and implementing a research agenda.
Key Responsibilities:
The incumbent’s responsibilities include providing staffing support for research and data analysis activities, including but not limited to conducting/analyzing surveys and collecting data and information from the education community, grant recipients and early childhood initiatives/programs. As well as researching education issues to develop internal and external informational and presentation materials and completing all necessary tasks and projects related to the development of presentations. Providing staffing support and research to assist the Division of Early Learning in its efforts to standardize data across public schools, public chatter schools and community based organizations, including secondary and primary data analysis, studying best practices and innovations in other jurisdictions, facilitating working group meetings, developing processes and procedures and providing recommendations to achieve program objectives.
The incumbent will provide research and analysis on national and local education issues and generating reports or other deliverables as assigned; conducting research projects involving the analysis of policy-related issues; consulting experts in the field, reviewing studies and literature in the field, regulations, program records and additional available resources to develop recommendations for the Deputy Superintendent of Education in the Division of Early Learning. Promoting the office’s role within the education research community by representing the DEL in meetings with education professionals, policymakers and representatives in support of the DEL’s mission. Initiating, planning and participating in meetings, workshops, seminars and conferences for the purpose of providing information, technical assistance and training to education professionals on DEL activities. Assist in managing ECE projects and initiatives, track multiple workflows throughout project phases and exercise judgment to develop strategies and recommendations from research finding to achieve DEL objectives.
Required Education & Experience:
Combination of education and experience — at least 24 semester hours in a field related to the work of the position to be filled, including at least one course in research methods and two courses in statistics, plus appropriate experience or additional education. The experience must have demonstrated (1) a thorough knowledge of the principles underlying the work of this series, and (2) understanding, both theoretical and practical, of the methods and techniques applied in performing work in this series.
Work is typically performed in an adequately lighted and climate-controlled office.
