Position Summary:
Under the direction of the Deputy Executive Commissioner / Chief Information Officer of the Health and Human Services Commission (HHSC), the Director of IT Business Operations (ITBO) performs highly advanced (senior-level) managerial, consultative, and professional work. The ITBO Director is responsible for representing the Deputy Executive Commissioner in planning, budget, personnel, training, legislative and other administrative activities. Provides direction and leadership to Information Technology Business Operations directors and staff. Represents the Deputy Executive Commissioner and Information Technology (IT) in meetings and on workgroups. Provides leadership and guidance in the areas of IT policy, planning and performance, IT contract management and standards, IT financial management, IT procurement and invoicing, external reporting to state and federal oversight bodies, administrative support; vision, problem anticipation, and problem-solving on an enterprise level for services related to IT business operations; establishes, communicates, and manages an operating plan for Business Operations, delivering high quality services, meeting Service Level Agreements, and leading effective and efficient management of resources; . Responsible for high-level decision-making, public speaking, and developing relationships with and providing consultative services and technical assistance to agency management, stakeholders, community organizations, other state agencies, and advocacy groups,. Responsible for special projects as directed by the Deputy Executive Commissioner. Interacts routinely with agency management, various community organizations, other state agencies
Key Responsibilities:
- May represent the Deputy Executive Commissioner and/or IT Deputy Chief Information Officers on ad hoc workgroups and committees. Manages projects and special initiatives. Consolidates and compiles information and provides input to the Deputy Executive Commissioner and other areas as required. (10%)
- Advises the Deputy Executive Commissioner on the status and progress of IT operations across the state. Participates in Executive Team meetings, and special meetings and projects. Promotes, monitors and ensures that respect is demonstrated for cultural diversity. (10%)
- Provides effective direction and leadership to staff within (ITBO) and holds them accountable for achieving performance expectations, stated program goals, and legislative mandates.
- Reviews legislation, audit findings and regulations pertinent to Information Technology.
- Oversees functions related to the management of ITBO services and collaborates and integrates with other HHS and IT divisions to accomplish division responsibilities.
- Conducts periodic evaluations to determine if objectives are being met and consistently identifies the opportunity and need to revise priorities.
- Evaluates techniques and approaches, identifies emerging trends to determine and implement appropriate strategies.
- Reports findings and recommendations for improvements to the CIO (20%)
- Hires and manages staff and recommends appropriate personnel actions.
- Provides direct reports with work assignments, clear direction on responsibilities and performance expectations.
- Conducts performance evaluations.
- Oversees the development and advancement of staff through training and development plans.
- Disseminates information and management decisions to staff regarding departmental activities.
- Provides staff with tools and information needed to carry out their responsibilities successfully.
- Reviews and approves leave and carries out other expected human resources activities.
- Provides direction to subordinate managers regarding activities and operations of their functional areas and oversees the improvement of the program operations. (10%)
- Essential Job Functions: Assists the Deputy Executive Commissioner in the planning, development, and operation of IT initiatives.
- Establishes goals and objectives and develops or enhances the standards for attaining goals and objectives. (15%)
- Reviews designated reports, budget materials, and correspondence prior to Deputy Executive Commissioner review and recommends appropriate action. Represents the Deputy Executive Commissioner in coordination of planning, budget, personnel, training, and legislative activities. (10%)
- Provides consultation and direction within directorate to IT personnel to accomplish IT and HHSC objectives per IT and HHSC policies, procedures, guidelines and directives. (15%)
- Approves or recommends approval of budget, fiscal, travel, personnel, and contractual documents. (10%)
