Key Responsibilities:
- The incumbent ensures that the Agency’s financial management systems are compliant with applicable government-wide requirements and provides senior management with the financial information needed to facilitate decision-making and to effectively manage their programs.
- The incumbent provides executive leadership in the management and oversight OCFO programs and activities to ensure that the mission of the Agency and OCFO are accomplished with consistency in policy, direction, and compliance with the Agency’s policy and Administrator’s goals and objectives.
- The incumbent has responsibility for identifying, assessing, and resolving operational issues and policy matters, particularly those that cut across organizational lines and authorities, with a view to facilitating program planning and execution.
- The incumbent ensures the effectiveness and efficiency of the Agency’s accounting, reporting, and other financial activities and that all such activities are conducted in compliance with applicable statutory, regulatory, and other requirements.
- The position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Chief Financial Officer (OCFO). The Deputy Chief Financial Officer (DCFO) reports directly to the CFO and serves as CFO’s senior policy advisor and alter ego. The incumbent of this position administers, manages, and implements the programs and policies of the CFO based on knowledge of CFO’s basic philosophy, goals, and objectives and preferred policy decisions.
- The incumbent participates in and on behalf of the CFO, drives the CFO’s policy development and decision making processes.
- The incumbent maintains effective relationships with other program offices, Office of Management and Budget and other central agencies and the Congress.

Required Education & Experience:
- This core qualification involves the ability to manage human, financial, and information resources strategically.
- As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.
- This position is subject to random drug testing.
- This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
- This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
- To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed below.
- Must be able to obtain/maintain a Top Secret/SCI Clearance.
- File a Public Financial Disclosure (SF-278) within 30 days of appointment.
