Position Summary:
The Deputy Associate Administrator for Response and Recovery is responsible for providing executive leadership and managerial direction for the full scope of activities of the programs and functional responsibilities of the Office, which includes response, recovery, logistics, field leadership, and field operations.
Key Responsibilities:
- The incumbent monitors FEMA’s disaster field leadership (Federal Coordinating Officers) to ensure efficient coordination of federal disaster response and timely delivery of disaster assistance to survivors and SLTT governments.
- The incumbent actively champions improving existing catastrophic incident preparedness through collaboration with partners, establishment of shared preparedness objectives, and renewed conviction toward planning for extreme events.
- The incumbent reviews new directives, legislation, and regulations relating to assigned programs and makes recommendations to the Associate Administrator concerning their impact on efficiency of operations and the most effective means of implementation.
- The incumbent serves as the principal advisor to the Associate Administrator on all aspects of assigned programs including response, recovery, logistics, field leadership, and field operations nationwide. Synchronizes and promotes unity of effort among interagency and FEMA Headquarters, regional, and field leaders to deliver FEMA’s disaster operations.
- Perform other duties as assigned.
- The incumbent provides executive managerial direction in the development and implementation of all planning, policy, and procedural issues related to the National Response Framework, the National Disaster Recovery Framework, and the Federal Government’s coordination of response and recovery operations to the major disasters and emergencies under the authorities of the Robert T.
- Stafford Disaster Relief and Emergency Assistance Act.
- The incumbent coordinates with FEMA’s Regional Administrators to plan for and execute FEMA’s Stafford Act programs in a manner consistent with law and the Administrator’s priorities.
- The incumbent provides executive managerial direction to the development and implementation of policies and procedures for the use of National Incident Management Assistance Teams (N-IMATs) required to support the Agency’s role in coordination with the federal government’s response to Major Disasters and emergencies.
Required Education & Experience:
- Must be able to obtain/maintain a Top Secret/SCI clearance.
- To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed below.
- Comprehensive knowledge of the operation of Congress and the Executive Branch and a thorough knowledge of legislative, program, policy, regulatory, and budget developments and implementation practices and the ability to identify and integrate key issues affecting the organization (political, economic, social, technological) and grasp the significance of new developments and evaluate trends and continually examine the quality of program activities.
- Ability to communicate effectively, both orally and in writing, with emergency management stakeholders and high-level officials, both within and outside the Federal government, to build coalitions, as well as manage a diverse and complex organization, ensuring human resource strategies that meet the Office’s goals for achieving maximum potential of all employees in a fair and equitable manner.
- Ability to ensure key national and organizational goals (e.g., equity, resilience, and readiness), priorities, core values and other issues are considered in making policy and program decisions and exercising leadership to implement and ensure the Agency’s strategic plan and the Office’s goals are reflected in program delivery and the management and application of resources. Broad knowledge of organizational and change management theories, principles and techniques.
- An in-depth working knowledge of the development and delivery of Federal as well as state, local, tribal nation, and territorial (SLTT) disaster authorities, operations, and functions. Including comprehensive knowledge of the Federal programs and policies that affect FEMA’s authorities and broad knowledge of the disaster response and recovery authorities and emergency operations procedures of other Federal departments and SLTT governments.

- As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.
