HMCTS Digital and Technology Services (DTS) is a specialist technology directorate which provides support to HMCTS in the use of IT and Digital.

Key Responsibilities:
- Establish and manage regional capability bids to address identified business and capability needs, ensuring any funding opportunities are maximised, and managing the utilisation of Civil Service Learning (CSL) to address capability needs.
- As a Digital, Data and Technology (DDaT) Capability and Engagement Manager, you will deliver DTS Capability support, identifying and meeting Learning and Development needs on a quarterly and annual basis. Work collaboratively and strategically to support current and future capability with the aim of developing a talent pool that feeds into succession plans.
- Provide Leadership to the team, visibly demonstrating and embedding the new culture and ways of working for DTS in delivering service excellence across all DTS jurisdictions.
- Implement, manage and monitor the overall functioning of the DDaT framework to ensure prompt and quality training for staff is provided.
- Be accountable for the development and implementation of a strategic plan to support ongoing growth of capability and talent management. Report progress to the DDaT Head of Capability and Engagement, and ensure appropriate controls are in place to monitor progress against the targets.
- Develop and implement systems to co-ordinate and monitor all development activity.
- Work across Human Resources spectrum to manage personal data required to accurately submit bulk uploads for Recruitment and Retention Allowance (RRA) payments to Shared Services Connected Ltd (SSCL) on a yearly basis.
- Lead on data analysis of Staff Survey / Staff Forums to effect good working relationships with colleagues and to improve service delivery and staff morale / motivation.
- The role holder may be expected to manage provision of learning contracts ensuring deliverables always meet service offering ensuring value for money (VFM) and commercial compliance .
- The role holder will be able to authorise budget for proven learning requests. Large amounts, above a set threshold, are likely to be referred to line manager for approval.
- You will drive DTS alignment to the Central Digital and Data Office, DDaT framework and function, supporting the Head of DDaT Capability and Engagement in required activity. Work with business leads and Heads of Professions to enhance workforce performance through robust career planning, leadership development, and building staff capability & skills including managing the yearly DDaT assessment and benchmarking, and the HMCTS Personal and Impact Development (PID) process.
- Manage the induction process and ensure all teams follow standard process, monitoring and evaluating the effectiveness of the process.
- Develop and manage a mechanism to capture, address and ensure the staff development needs/gaps from outcomes of PID reviews and business need are addressed, building these into the regional strategic plan to address priority issues. Monitoring performance against this plan and taking effective corrective action as required to deliver the plan.
- Develop and manage links between Learning and Development and Employee Engagement to ensure activity is co-ordinated.
- To link in with HR Directorate and their Engagement and Capability Leads to ensure their work aligns with the wider HR agenda.
- Develop and maintain effective communication channels in respect of the capability agenda.
- Establish and manage a process to ensure the successful implementation of apprenticeships across the region, liaising with line managers to design and deliver an effective programme.
Required Education & Experience:
- Experience in leading by example: coaching, supporting and developing others and guiding them through a substantial and significant change.
- Knowledge of learning resources and solutions to recommend to learners including Civil Service development schemes.
- Resilience and authority to be able to manage learners effectively, sometimes in challenging situations.
- Knowledge of HMCTS people policies, including performance management, to ensure team works effectively together where necessary.
- Understanding of DDaT profession as set out at Digital, Data and Technology Profession – GOV.UK (www.gov.uk).
- Experience in the ability to build and maintain effective working relationships with a range of stakeholders (internal and external) at varying levels or experience and grade.
- People management skills and leadership skills to be able to support DTS colleagues who may be spread geographically across different sites, and to empower team members to take personal responsibility for their own personal impact and development.
- Knowledge of MS products including, MS Teams, Word, PowerPoint and intermediate excel required and SharePoint.
