Position Summary:

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-06. At the GS-05 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-06. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

Required Education & Experience:

  • A bachelor’s degree or 4 years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.   • Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP)
  • One year of specialized experience equivalent to the GS-05 grade level in Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience includes: answering questions and providing information regarding payroll; requesting and verifying employee information related to payroll requirements; resolving pay problems and discrepancies in master records; communicating effectively both verbally and in writing with staff/employees from various departments and backgrounds. This experience must be detailed in your resume to receive credit.

Key Responsibilities:

  • Performs clerical and technician work that results in the bi-weekly or monthly determination of pay for civilian pay employees;
  • Performs desk audits of unit timekeepers on at least a semi-annually basis to ensure strict compliance with VA, OPM, and GAO policy and procedures for maintenance of reports;
  • Reviews authorization documents and codes the appropriate data for input to properly update each employee’s master record;
  • Provides initial and periodic refresher training to employees who have been assigned timekeeping duties;
  • Prepares and submits transmittals of enrollments and changes thereto for the Federal Employee Health Benefit Program to the appropriate carrier. Periodically reconciles enrollments as reflected on payroll office records to that shown on the SF 2812. Also performs reconciliation to carrier records. Discrepancies are researched independently and appropriate corrective action taken
  • Examines personnel actions, pay changes and employee requests, and makes appropriate changes to master records;
  • Audits each coded Request for Personnel Action to ensure proper application of pay administration rules and regulations relating to appointments, promotions, pay adjustments, reassignments, awards, separation, voluntary allotments, etc.;
  • Performs related duties as required.
  • Performs the full range of payroll duties and is responsible for the accuracy and timeliness of the pay and leave accounts for VA Hospital employees for multiple pay plans;
  • Prepares or assists in the preparation reports;
  • Reconciles Defense Finance Accounting Service (DFAS) and Personnel Accounting Integrate Data reports on a daily or hi-weekly basis in order to provide proper pay to employees;
  • Determine the proper application of guidelines to each pay plan involved;
  • Responds to questions concerning the application of pay, leave and benefit policy and procedures as well as concerns relating to the PAID/DFAS systems;
  • Researches questions and problems for management officials;
  • Processes complex pay adjustments that may involve transfers between pay systems with different pay, leave and benefit entitlements and may be retroactive over an extended period of time;
  • Answers requests that are of confidential nature from and provide advice to employees, supervisors, and personnel specialists on rules, regulations, and procedures relating to pay;
  • Ensures the accuracy of authorization documents which affect the propriety of pay as well as for the accuracy of computations;
