Position Summary:
This is an advanced trainee position in professional civil engineering, located on a Forest Service unit. The full performance level will be a GS-11 Civil Engineer.
Key Responsibilities:
- Review proposed construction changes and modifications, recommending major changes to superior to ensure the safety of all users.
- Prepare or supervise preparation of special design specifications, cost estimates, and complete design package.
- Interpret agency policy and contracts for contractor, and resolves problems relating to plans, specifications, materials, reports, etc.
- Evaluate design objectives, identifies economic and efficient procedures.
- Prepare original designs and preliminary and final layouts.
- Oversee the development project plans and specifications prior to contract advertisement.
- Develop design, coordinating with other engineers to ensure that all technical areas are covered.
- Serve as Engineering Representative (ER) or Contracting Officer’s Representative (COR).
- Review on-the-ground feasibility layout of transportation planning and review and certifie adequacy of all road locations made.
- This position will be filled at the GS-7 and GS-9 level with promotion potential to the GS-11. Duties listed are at the full performance level.

- This is a bargaining unit position represented by the National Federation of Federal Employees, IAMAW (does not apply to West Virginia locations).
- Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
- Successful completion of one-year probationary period, unless previously served.
- Must be a U.S. Citizen or National.
