Position Summary:
This position is located in the District of Columbia Department of Employment Services (DOES), Office of Information Services. This provides agency level technical direction and technical management of the assigned agency and District of Columbia IT assets and infrastructure support systems. This position exercises broad authority to manage, determine and implement the agency’s information and telecommunication program goals and objectives.
Key Responsibilities:
- Directs the agency’s efforts to evaluate, recommend and implement information and telecommunication technology management plans and systems for use by the agency and its components by including technical, managerial, operational feasibility assessments.
- Coordinates the IT initiatives of the business unit managers into cohesive IT plan for the agency. The business units relay on the incumbent’s expertise for independent performance and judgment of work to be accomplished. Discusses matters of policy nature with the Director and recommends major changes in IT program activities. Directs the selection, installation and maintenance of computer systems software and hardware for all agency-computing platforms. Analysis’s operating systems, operating systems software and utilities supplies by the hardware manufactures and/or other vendors to determine optimum configuration for the installation and impact on existing systems, system design, programming, testing and operating procedures.
Required Education & Experience:
- Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Preferred ten (10) years of management experience at senior levels with comparable levels of responsibility. Familiarity with the hardware/software of several mainframe/server/PC operating systems and network operating systems.
- Mastery of hardware software with several mainframe/PC operating systems, i.e., IBM, SUN, ORACLE, and UNIX. Mastery in network operating systems. “Mastery of and skill in applying software design concepts and methods. Mastery of information technology (1T) infrastructure, and project management principles and methods.
- Applicants must have at least one (1) year of specialized experience equivalent to the grade 15 level, or its non-District equivalent.
- Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
