Position Summary:

The position is located in the Office of Budget, Office of the Chief Financial Officer (RCFO) at the Federal Railroad Administration (FRA). The Staff is responsible for the formulation, presentation, and execution oversight of FRA’s budget.

Key Responsibilities:

Serve as an analyst providing all aspects of the formulation and execution activities of assigned appropriations. These responsibilities include the broad areas of forecasting, obligation reporting, financial planning and program operations of the assigned appropriations. Responsible for maintaining up-to-date knowledge of operating program progress, problems and budget developments in assigned areas and for making analyses and recommendations on them to FRA management when necessary.

Required Education & Experience:

  • Experience working through all phases of the budget formulation process including evaluating program performance and budgetary requirements.
  • Experience in gathering, researching and analyzing information on budget-related activities in order to identify trends, make recommendations, and present information to senior management.
  • You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
  • Analytical techniques necessary to develop budget plans, forecasts, and ceilings and to monitor expenditure of funds for timeliness, effectiveness and compliance with annual financial plans (i.e., travel, consultant services and FTEs).
  • Skill in oral and written communication to provide guidance and advice, explain changes in program operations and/or funding, and secure acceptance of such changes.
  • Experience analyzing and interpreting policy decision to develop guidelines for the budget execution process for appropriations.
  • Knowledge of the formulation and execution of appropriations to determine whether obligations, expenditures and requested allotments are within funding limits in approved budget.
