Position Summary:
This position serves as the National Aviation Program Manager (NAPM) for Forest Health Protection (FHP) provides guidance and support for the aviation components all FHP programs.
Key Responsibilities:
- Provide guidance and support for the aviation components regarding forest health surveys, forest health aerial applications and aviation-based remote sensing, and data collection standards and workflows.
- Serve as an aviation subject matter expert by providing interagency national level training to Agency personnel and other stakeholders.
- Familiar with aircraft operational skills and practices associated with specialized natural resource uses and aviation skills in accurate investigation and evaluation of safety requirements.
- Perform safety assurance in compliance with policies through inspections of operations, facilities, personnel, aircraft, and associated equipment.
- Recommend a need for aviation safety training for pilots, aircraft users, aviation managers, supervisors, and staff officers supporting FHP aviation activities.
- Provide oversight and planning regarding new initiatives, as well as technological and strategic improvements associated with forest health surveys.
Required Education & Experience:
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.

- You must have one year of specialized experience equivalent to at least the GS-11 grade level. Specialized experience is Defined by 1 or more of the following: Provide guidance and support for aviation components including researching rules and regulations, analyzing data and making recommendations; Assist in safety assurance in compliance with policies through inspections of operations, facilities, personnel, aircraft, and associated equipment; Analyze interrelated issues of effectiveness, efficiency, and productivity of the Forest Health processes, and assist in developing detailed plans, goals and objectives; Assist with aviation functions for program including air safety practices, safety training requirements, identify aviation deficiencies, and aviation contract procedures.
- Successful completion of one-year probationary period, unless previously served.

- Must be a U.S. Citizen or National.
- Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.
