Position Summary:

The Assistant Director of Public Works – Street Planning is responsible for the effective and efficient performance of the missions of the City of Corpus Christi related to the management and maintenance of the City’s street system.  This position provides oversight and administration for the street pavement reconstruction program and the Street Preventative Maintenance Program (SPMP), provides traffic engineering services, and plans the structural, operational and aesthetic maintenance and repair of the street transportation network.  Additional responsibilities include the maintenance of street asset inventory and planning of bridge maintenance, repair and rehabilitation work.

The Assistant Director serves in a senior leadership role to support the Department Director through long term strategic planning and displaying sound judgement in department programs and services.

Key Responsibilities:

  • Develop and implement objectives, strategies, tactics and action plans along with monitoring and measuring performance metrics to ensure that work processes align and support goals, vision, mission and core values
  • Anticipate, embrace and employ changes occurring in the industry and promoted by TxDOT and FHWA (Federal Highway Administration) to continuously improve service delivery models
  • Provide leadership and service to others by dealing skillfully and honestly, recognizing and rewarding optimal job performance, and mentoring staff to continuously improve team cohesiveness and service delivery
  • Supervise daily operations and provide administrative oversight of the Division by overseeing staffing needs, disciplinary actions, policy implementation, agenda/council actions and employee training
  • Meet organizational goals and customer expectations by making decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks
  • Must possess the knowledge, skills and ability to manage the engineering and technical organizations required to support and accomplish the missions assigned
  • Resolve customer complaints and issues by communicating in person, in writing and via telephone

Required Education & Experience:

  • Must be able to employ technical, interpersonal and administrative skills, along with problem-solving, to provide value and high quality service to customers
  • Requires functional reasoning skills enabling the analysis of major problems that necessitate complex planning for interrelated activities that can span one or several work units
  • A valid driver’s license is required. Successful out of state candidates must be able to obtain a valid Texas driver’s license within 90 days of hire
  • Previous experience administering street reconstruction and street preventive maintenance programs (SPMP) work is required
  • Requires a Bachelor’s degree
  • Requires situational reasoning skills allowing for the ability to exercise judgement, decisiveness, and innovation in situations involving broader aspects of the organization and outside organizations
  • Registered Professional Engineer (P.E.) in the State of Texas or the ability to become registered within 6 months of hire date required
  • Interpret and apply Federal, State and Municipal and technical statutes and codes
  • Minimum of seven (7) years of relevant experience
  • Interpret and utilize Geographic Information data and maps; interpret the requirements and revisions necessary utilizing Engineering and Architectural drawings.
