Position Summary:

The Department of Transportation (DOT) Office of Inspector General (OIG) provides independent, objective reviews of the efficiency and effectiveness of Department of Transportation programs and operations, and detects and prevents fraud, waste, and abuse, and criminal violations of laws affecting DOT. OIG fulfills statutory responsibilities and supports members of Congress, the Secretary, Department officials, and the public in achieving a safe, efficient, and effective transportation system.

Key Responsibilities:

This position is located in the Office of Inspector General (OIG), Office of the Principal Assistant Inspector General for Auditing and Evaluation (PAIGAE), which was established to meet strategic objectives of the OIG and to provide independent and objective audits and reviews of activities relating to programs and operations within the Department of Transportation (DOT).

As AIG, the incumbent is responsible for operations supporting the overall management and supervision of the performance of auditing activities under the authority of the Inspector General Act of 1978, as amended, and under the executive direction of the Inspector General and Deputy Inspector General.  As such, the incumbent exercises executive direction over audit support functions, including planning, policies and procedures; performance of auditing and support activities conducted by OIG experts; and special reviews as directed by the PAIGAE; and also facilitates cooperative relationships with other OIG offices in support of OIG and Office of Auditing and Evaluation needs, including investigations, quality assurance, legal, communications, human resources, training, and IT.

  • Directs and oversees OIG Expert staff’s planning, assignment, coordination, and execution of special reviews and cross-cutting assignments, as directed by the PAIGAE. Provides executive direction over audit operations, including for audit policy and support, and the work of OIG Experts, including oversight of statistics and survey activities, engineering support and advice, economic reviews and support, and audit project consulting.
  • Implements and revises audit policies consistent with guidance from the PAIGAE, Deputy Inspector General and Inspector General. Devises audit process improvement proposals and innovative auditing techniques to enhance the Office of Auditing and Evaluation’s ability to promote greater economy, efficiency, and effectiveness departmental programs and operations, and to better prevent and detect fraud and abuse in transportation programs and operations.
  • In consultation with the PAIGAE, the Assistant IGs for Aviation, Financial, Surface Transportation, Acquisition and Procurement, and Information Technology audits, and the Director of Audit Planning, develops a comprehensive 24-month plan of approved audits and reviews in accordance with overall priorities and resources that is updated periodically as specified in OIG policy.
  • Supports development of audit planning by identifying areas for potential audits through research and analysis of overall DOT programs, resources, and prior audits and reviews; collecting ideas from audit staff and others; and maintaining awareness of requests for audit work from the Congress or the Department.

Required Education & Experience:

  • Public Financial Disclosure Report (SF-278e) is required within 30 days.
  • Must be a U.S. Citizen.
  • This position is subject to a background investigation.
  • Thorough knowledge of generally accepted Government auditing standards and quality assurance practices as applied to a wide variety of audit types, including financial, performance, compliance, and programmatic audits.
  • Drug testing required.
  • Demonstrated ability in managing audit planning and operations, and initiating activities designed to improve audit quality, effectiveness, timeliness, and efficiency.
  • Demonstrated skill in designing, managing, coordinating, and directing comprehensive audits and reviews of complex and diverse subjects, and delivering timely, meaningful results.
  • Demonstrated experience in producing concise and convincing written products (reports, briefings, testimony, etc.) and analyses for internal and external audiences.
  • Successful completion of a background investigation is required.
