Position Summary:
The City of Corpus Christi is seeking a high performing and experienced leader to serve as the Assistant Director of Management and Budget. The position is responsible for assisting the Director in planning, directing, managing, and overseeing the activities and operations of the Office of Management and Budget for the City of Corpus Christi regarding budget preparation and implementation. The Assistant Director coordinates assigned activities with other City departments and outside agencies and provides high level complex budgetary and financial analysis to support the Director and department.
Key Responsibilities:
- Exercise direct supervision over assigned staff.
- May be asked to perform other related duties as assigned
- Coordinates budget process and helps prepare the Annual Budget documents.
- Assist in developing and overseeing City wide budget processes such as business planning, capital budgeting, and cost of service studies. Assists with planning departmental and CIP initiatives. Prepare financial budgetary materials for City Manager and City Council.
- Develop complex worksheets and schedules in support of the various financial reports for all funds in the budget.
- Involves preparing monthly/quarterly financial reports; analyzing significant variances and presenting information to City officials, executive leadership team and others as required.
- Assist the Director with assigning, scheduling and monitoring of work; evaluate employee performance and prepare/review employee performance documents.
- Gather, analyze, review, and distribute information to staff and departments; assist with the compilation of the Annual Budget documents; assist Budget staff with complex problem situations and providing technical expertise.
- Assist with developing and implementing budget policies and formulate recommendations to the Director.
- Stays abreast of new trends and innovations regarding budgetary planning and implementation on an organization-wide basis.
- Perform research and statistical analysis, prepare complex narrative reports, correspondence and other documents. Assists in responding to and resolving sensitive inquiries and complaints from both internal and external sources.
- Provide highly responsible and complex support to the Director of Management and Budget
- Oversee all staffing decisions for the department and evaluate organization structure for improved efficiency involving staffing levels and job design.
- Counsel, motivate and maintain a cohesive team.
- Forecast revenues and expenditures for the City’s General Fund and other funds using trend analysis or other appropriate models; assist with economic trends and predicting impact on City finances.
Required Education & Experience:
- Minimum of seven (7) years directly related experience in an organization comparable to the City of Corpus Christi
- Must be able to develop strategies for addressing goals and objectives; make fiscal and administrative decisions with multiple competing priorities
- Knowledge of pertinent Federal, State and local laws, ordinances, statutes and regulations
- Knowledge of advanced principles and practices in municipal budget preparation and administration
- Ability to take large, complex amounts of data and reduce to easily understandable and concise information
- Knowledge of budget analysis, accounting principles, statistical and financial analysis
- A valid driver’s license is required. Successful out of state candidates must be able to obtain a valid Texas driver’s license within 90 days of hire
- Ability to analyze problems and identify potential solutions
- Experience in municipal government is preferred
- Ability to respond to staff, executive leadership, and City Council regarding issues, concerns and needs
- Requires Bachelor’s Degree in Business Administration, Finance, or closely related field
