Key Responsibilities:

  • The incumbent plans and develops FEMA budgetary policy by reviewing and applying determinations established by Congress, the Office of Management and Budget (OMB), and DHS. Coordinates budgetary policy decisions made by different organizational units within FEMA and develops performance reporting and control systems for critical resource applications.
  • The incumbent develops plans and financial estimates for each FEMA program for the annual Departmental Budget submission.
  • Develops instructions for senior FEMA officials to obtain their estimates of personnel and financial requirements for current and long- range budget planning. Reviews and evaluates regional office estimates for input into their multi- year financial planning and budget systems. Incorporates regional offices and headquarters input into an overall financial plan for FEMA.

  • The incumbent establishes and maintains full administrative control over all FEMA funds. Analyzes the changes made in the FEMA budget by each level of review and determines the effect of such changes on the original financial plan. Prepares a realistic apportionment request for forwarding to OMB based on all funds available to FEMA. Establishes sub- allotments for each principal regional office and program under the FEMA Administrative Fund Control System. Ensures that sub-allotments are kept within the limits of available resources.
  • The incumbent is the program executive responsible for providing executive level direction, policy leadership, management oversight, and overall coordination for all budget matters within FEMA.
  • The incumbent maintains liaison with DHS and other Federal Departments and agencies. Serves as the principal representative on inter-agency groups and participates in conferences, seminars, meetings, etc. on matters dealing with the budget.
  • This position is located in the Department of Homeland Security, Federal Emergency Management Agency (FEMA), Office of the Administrator, Office of Chief Financial Officer. The incumbent serves as the Assistant Administrator for Budget and is responsible for the agency’s budget formulation, budget execution, and for the development and implementation of cost management systems and user fee oversight for the agency. The incumbent provides executive level direction, policy leadership, management oversight, and overall coordination for all budget matters within FEMA.
  • The incumbent provides advice and develops program plans to integrate budget decision-making with FEMA strategic planning, investment management and procurement processes. Develops funding options and recommendations, based on assessment of organization performance, effective and efficient use of resources, program feasibility and best value to the government.
  • The incumbent oversees the development and submittal of the regular, supplemental and deficiency appropriation estimates.
  • Administers the FEMA approved budget. Administers the FEMA coordinated budgetary program with other Federal agencies.

Required Education & Experience:

  • If selected, a one-year SES Probationary period may be required.
  • Must be able to obtain/maintain a Top Secret (SCI) clearance.
  • This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

  • As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

  • Extensive knowledge of and skill interpreting and applying Congressional legislation, broad judiciary rulings, Comptroller General decision, GAO findings and recommendations, and OMB fiscal guidance are required to determine. Advise FEMA leadership on the appropriate sources and types of fund; the proper procedures for obtaining various funds, and the propriety for use of funds; assess the impact on FEMA budgets and programs; and to preclude statutory and regulatory violations and internal control weaknesses.
  • To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed below.
  • Expert knowledge of the financial and budgetary relationships between Federal agencies, state and local governments, and private industry to identify, assess, coordinate, negotiate and resolve significant issues of mutual concern.
  • This core qualification involves the ability to manage human, financial, and information resources strategically.
  • Comprehensive and detailed knowledge of the Federal budget process and is required to serve as advisor and consultant to top management on development, transmittal, presentation, examination by OMB and review by Congress of budget submissions and the subsequent enactment of budgetary and program legislation by Congress.
