Position Summary:

The incumbent serves as the Airmen Certification Branch liaison and is responsible for verifying the accuracy of airman certification files, oversight of the Branch Quality Control program, and oversee the branch webmails.

Key Responsibilities:

  • Serves as the Branch liaison to the Enforcement Information System (EIS). Checks all released files against the information in EIS to determine if there are any conflicts or discrepancies which need to be resolved.
  • Verifies airmen certificates and ratings for employment with airlines, or in response to requests from foreign aviation authorities, legal offices, or the general public. Also serves as branch liaison with FAA Offices of Public Affairs for all activities of the branch, and for airman information.
  • Serves as the liaison to the Assistant Chief Counsel for the Aeronautical Center for all aspects of the Airmen Certification Program, including actions against airmen such as; drug enforcement actions, medical qualification actions, fraudulent certificate actions, FAA expunction policy actions, and requests for information under the Freedom of Information Act and the Privacy Act.
  • Serves as the FOIA and the Privacy Act officer for the branch. Keeps appropriate records as to denials, releases, and other actions required.
  • Provides advice to management, supervisors, and legal instruments examiners on matters involving airmen certification and airmen files, and provides guidance and instruction to legal instruments examiners on how to handle fraud matters. Recommends policy as to the storage of information in airmen files. Responds to inquiries from outside sources, including members of Congress, concerning airmen certification.
  • Ensures the content of certified airmen files of over 4.5 million airmen are accurate and in compliance with applicable laws and policies that govern the certification of airmen. Determines if the documents meet requirements and are acceptable, such as certification actions, proof of death, suspensions, revocations, etc. Serves as the final review point for the release of complete and certified airmen files, which are used by FAA legal offices, foreign governments, private law firms, the National Transportation Safety Board, etc.
  • Provides guidance and training to Legal Instrument Examiners in the interpretation of NTSB Hearing  Reports, Airman Stop Orders, Orders of Suspension or Revocation, and various other documents on which action must be taken, and decisions made, during the certificate issuance process.
  • Reviews and evaluates proposed regulatory changes for possible impact on the programs and policies of the Airmen Certification Branch.

Required Education & Experience:

  • Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related
  • A one-year probationary period may be required.
  • Successful completion of a security investigation may be required.
